SHOW POPUP need a screen refresh to appear, video sync does just that.
Refreshes the screen when filepro would not normally refresh the screen.
Such as you indicated you are using it (I do the same thing).  Post records
and want to have the use wait while the records are being posted.  This
action does not cause a screen redraw, so, you need a video sync.

I use a show popup with a browse and I don't need a video sync as I issue
the show popup before the browse and fp redraws the screen for the browse.
However, I need to use a clears to clear this show popup when the browse
closes.
