url encode/decode

I updated the little urlencoder process table I've had up on my web site for 
a while.
For some reason I had never made the decoder to go with the encoder.

Now there are call tables for encode and decode
a sample prc.input that uses them
a tar file that has a minimal filepro file with a screen and all prc tables
a sample rclerk command line to use the screen and input prc

the sample input prc has call "urlenc"  and call "urldec"
to use them in any other file the only difference is use:
call "lib/urlenc"  and call "lib/urldec"
