For the Unix impaired, he means to substitute the last
zero in each line with a 9 :-)

The bug is hard for me to explain without giving an
example.  So for example the "1310" would fail because
the "13" would be removed, but the "1" would not be
inserted because the next character is already a 1. 
However for the edit to work properly it needs to
supply a 1 in this case.
