I believe you mean the F-lock keyboards originated by Logitech and
(ironically) gotten right by Microsoft: there's a fourth "-Lock" key
that switches the F-keys between sending the normal F-key keycodes and
ones that are specific to certain functions.
Logitech defaults to the special functions, still; most recent
Microsoft models default to the F-keys.
IME. YMMV.
