-P correct use

  No.

  Probably not.  Only remove the -P's that are blocking other users from
accessing the files.

  For example, in your invoicing system, if you are protecting the "states"
file lookups and two users are trying to enter orders for "Wisconsin", then
one of them will get a "Waiting for 'states' file to be unlocked" error
message.  This can be particularly aggravating if the 1st user goes out to
lunch with the invoice half done and still up on her screen!  Nobody else
can enter a Wisconsin order until the 1st lady comes back from lunch and
finishes her order!
