Multiple Data and Key files

I have a client running filepro 5.0.14RN9 for IUA.  There are users in 
house as well as those that connect remotely.  All users create extra 
data, key and index files and they get left on the system.  None of them 
are as large as the main file but range around 1MB each.  I just 
discovered over 1800 of these files in one directory.

1. Can they be deleted?

2. What causes them?

3. Is there a safe way to have them clean themselves up?
