license manager questions

What is the easiest way to go about troubleshooting 
license manager issues with 5.6 (Windows ODBC)?  We
can't seem to get a log file generated.  In testing, we
have c:\fp\fplmservice.exe executing (and it does service
requests, but seems to stop after 30 minutes).  Restarting
the service lets the system accept new requests.  According
to the help file, we should be able to configure 
c:\fp\logs\servlog.cfg to get a log file, but nothing
appears.  servlog.cfg is as follows:

# CONSOLE,FATAL
# ROLLING,DEBUG,server.log,60000
NEWFILE,DEBUG,server.log
# DAILY,WARN,server_warn.log

The only logging we seem to get is c:\fplm.log (not
sure why this is at the root), which contains:

Hey, I started up!  Hooray!  argc=1
  [0] = "c:\fp\fplmservice.exe"
Here I am in ServiceMain.  argc=1
  [0] = "fp_lm"
RegisterServiceCtrlHandler() returned 1339368
Calling ServiceSpecific()
ServiceCtrlHandler(4)
ServiceCtrlHandler(4)
[this line repeats 100's of times]

Any suggestions of where we can look next?
