OT: Utility Program

I think that it was on this list that someone mentioned a utility
that would tell me what program had a file open.

Its name was something like "WhoHasMeOpen" or "WhatHasMeOpen", and
I loved it.  But I had to do a restore from a time previous to when
I got it, and now I forgot where it came from.  Google is no help.

Will someone please tell me where to get it?
