Actually Ken, when I wrote the original processing at the accounting firm I believe we were using either MSDOS 3.2 or 3.3 (the memory is fuzzy).

Microsoft apparently "fixed" this somewhere along the way, as it was
a known issue with MS-DOS and earlier versions of Windows that COPY
would not copy zero-length files.
