Printing blank lines on form, unwanted blanks checked

Hello everyone. I hope all is well.

FP 5.0.14 Windows

I have an interesting problem. I have a report that I
have just added to my system. It has a header, data
and total section. I use variables in the data section
for printing and keep the total in a table printing
that with a variable.
I also do a lookup in the table to find bounced check
data if it exist for that record. The lookup table is
started if "History" is checked in the record. The
numbers all work and the report prints. 

The problem is unwanted blank lines are printing. T
have checked and unchecked the print blank line
question on the report. 

What I have it boiled down to, I think. If a record is
noted as having history and none exists the total
possible number of lines of history are sent to the
printer blank. Leaving large gaps between data on the
report. Has anyone ever had a problem like this or
know a fix.
