Ken,

How Outlook responds to replies depends on the format being used.  

Plain text will use a > or whatever, if any, symbol is entered.

If using the rich text format, outlook uses the vertical bar.  If one isn't
careful when responding, it is possible to have the results that John has
commented about.

As far as I can find, there is no way to adjust the quoting in rich text \.
