The way I've heard it related several times, it's because someone thought
that with a (purportedly) burgeoning market in a certain demographic chain
of businesses in a certain city in this country starting to use biometric
devices more and more, they could put it out there and get in on a large
instant-cash revenue stream.  It's basically a case of, "We can get in on
this and really cash in," I think.

The problem is, get rich quick schemes rarely go off as intended, if at
all.  Meanwhile, you're neglecting the userbase that -really- floats the
boat when you're paying attention and making the right calls that satisfy
them.

Possibly a permissable move if you have a lot of venture capital laying
around burning a hole in your pocket.  As a move of potential desperation,
it's about as wise as spending the last of your grocery money on a set of
Lotto tickets.
