An important consideration is whether the users will be doing ad hoc
transfers, or always transfering the same filenames. Generally the latter
is more difficult.
In the past I used WS-FTP, a nice point-and-shoot FTP program, for ad hoc
transfers. I haven't checked its status lately.
In AnzioWin (but not Lite), we have both point-and-shoot (including
drag-and-drop from the Windows level), and programmatic transfer, driven
either by commands from the host or user macros in AnzioWin. But AnzioWin
doesn't fit your budget criterion.
