We use Forms Electric from Visual software to create overlays.  Anything you can send to a windows printer can become an overlay.

to load it:
cp="lp -s -d"{ck<"/pcshare/overlays/exbay.prn"
      Then: system cp ; end 

To apply it to a report, use this print code:
$1b &f1y4X

It stays in the printer as long as you need it.  Depending on memory, you can loand more than one overlay at a time.
