Encoded prc files must be sent in binary, as they are not text files.
As you said, 0x0D and 0x0A characters may be mangled by ASCII mode.
(Not to mention, that Windows clients may stop the transfer if 0x1A
is encountered.)

Also, if you have 10 menu items, the first byte in the file will
be 0x0A.  (And 13 items will cause 0x0D to be the first byte.)
