There is a difference between client-server applications and applications 
that happen to be on a server. The only client-server aspect of your
32-user setup resides entirely within the OS being able to attach the
stdout of 32 processes to 32 terminal emulators. 

Fortunately, filePro has network-friendly features such as record locking,
but that in itself does not even require nor imply the existence of a
network.
