No, that wouldn't do. Its a browser setting.

Mozilla: Tools->Options->Privacy->History-> "Remember visited pages ..."

IE: Tools->Internet Options->General->History-> "Days to keep pages ..."

I'm not sure if IE is just remembering the link or caching the entire page,
it isn't clear, but it probably has the same result.
