Well, short of relying on word of mouth, which is incredibly slow and
sometimes unreliable, there's another solution.

There are any number of public records search sites out there.  Many are
run by the same company, and the standard rate for one search appears to be
$14.95.  In theory, it could garner you the results you seek.  Generally
speaking, from the freely viewable preview results I've looked at, it would
be possible to correlate the information to get the report on the correct
person of the same name.

How far one goes in finding someone depends how important it is they be
contacted.
