Shutting down a workstation won't clear any net shares and open files
that are there from a previous connection which was improperly shut
down.
For example, a workstation has some shares and files open, and it is
rebooted without shutting down. (For example, a BSOD.) Upon rebooting
and connecting to the server again, you will see _two_ connections from
this workstation, and the old connection still has all of the shares
and open files still there. However, the first session's idle time
will continue increasing, as the session will be idle forever, as the
workstation is no longer on the other end of that session.
When you see 20-40 users still there, do they all have long idle times?
Are there more than one session for a given workstation?
