In his traditionally terse ever-wiseassness, I'm sure JP just lost 90%+
of everyone for no damned good reason other than an apparent desire to be
vague as hell and therefore appear superior when people don't know what
he's babbling on about--so that he can then call them on their "lack of
knowledge".  A contrivance if ever I've seen one; and a damned transparent
one.  It's getting stale.

For the benefit of those not cryptically or psychically inclined, he's
simply referring to the non-persistant ftpd's that are invoked by [x]inetd,
and therefore are not "running" unless there's an active connection
established.

simply s/running/enabled as required by version/ and you avoid this
nebulous and pointless barb entirely.
