fP error message file

Windows 2000 Advanced Server & Win2000 & WinXP clients
I have a *clerk process utilizing bar-code scaning which calls one of
approximately 15 different forms (Prescription labels printed to 20
different Datamax bar-code printers via Print Wizard). There can be between
1-3 users scanning concurrently via bar-code who periodically throughout the
day receive an fP error such as the two below:

*** A filePro error has occurred ***
On file: \QS1\TODO\FILEPRO\SIG\LOCKFILE
line number:157
Prmessg: Cannot open E:\FP_SETUP_FILES\FP5.0.13\FP\LIB\ERRMSG
errno is 11

filePro error number:1

*** A filePro error has occurred ***
On file: \QS1\TODO\FILEPRO\ALLERGY\LOCKFILE
line number:135
Prmessg: Cannot open E:\FP_SETUP_FILES\FP5.0.13\FP\LIB\ERRMSG
errno is 11

filePro error number:1

The user could receive one of the above message between 1-10 times per day
out of 20,000-30,000 scans which after acknowledging the error by pressing
<ENTER> the user is exited from the fP app. The lines referenced in the
above examples are standard lookup commands (non-protected). There are tens
of thousands of scans which are working correctly with only 1-10 not working
correctly. When I attempt to rescan the bar-code to recreate the error the
error has not been replicated. I can open the errmsg file via NOTEPAD in
the path noted above which states:

##011
Required terminal feature not available.
Alert your system administrator.

This is a standard mapped drive Windows application so I am confused by both
the error message itself (required terminal feature not available) plus fP
apparently stating it cannot open the errmsg file.

Any guidance appreciated.
