The voodoo I learned back when I was moving from RH 7.3 was to replace 
the contents of /etc/sysconfig/i18n with

                 LANG="en_US.iso885915"
                 SUPPORTED="en_US.iso885915:en_US:en"
                 SYSFONT="lat0-sun16"
                 SYSFONTACM="iso15"

There may be a better or more proper way, but I still do this 'cause it 
works.
