At the point you use PuTTY, to trigger "Delete" in the context of issuing
^? itself, you will have to use Shift-Backspace. Delete sends the
vt100 "Erase" sequence (^[[3~ from memory), and there is -no- way to
change PuTTY's behaviour in that respect. It's a miracle he added
shift-backspace.
You could use Bill's (and my concurring) suggestion of using ^C, and just
change the termcap to reflect the right key sequence to display for break.
