Possible bug: locfile is locked for qualifiers when only mainfile is locked by user

Well, this would normally be a good and quick fix, however, my scripts work
all through the night when I'm the only one in the "test" qualifier... as
soon as 30 other people start pounding on the system, the problem occurs.
Absolutely no one else has any path to my "test" qualifier... they are
obviously on in the main file or some other qualifier. I would be removing a
piece of protection I don't really want to remove. I'm thinking Ken
mentioned something to me about the main lockfile and how it relates to
other lockfiles... I thought there might be something in there, but maybe
not. I haven't looked yet. Howeer, to my mind if no one is hitting "my"
lockqual file, then I should be able to do something to that keyqual.
Although, the spectre of someone doing a ddefine at that moment keeps me
remembering that there is some sort of protection against this. I know he
doesn't throw locks in all the ancillary lockqual files... so I'm thinking
there is some other thing going on
