Have you looked at using MM-Flash for this.  You should be able to write
an active desktop application with Flash which checks XML or TXT file
to load pictures dynamically.

I remember reading about a development tool that one could use to use
flash to create active desks top applications and the price was not too
high.  Since you could change the XML or TXT files from within your 
filePro application, you could there for, change the flash movie
behavior ... look into it if you do not mind using flash.  Mind you,
flash has its own scripting (very flexible) language.

Flash movies can be designed to give and/or take away controls/features.
