I doubt you will find any state that will refund sales tax money paid to 
and collected by another state? You only pay the higher rate if you take 
delivery in that state.

We pay 6% here in MI but if we need something not local we go 22 miles 
north to still pay 6% or we go to Toledo and pay 7.5%.  If we pay Ohio 
7.5%, we do not have to pay MI 6% use tax on that same item. Buying a 
car gets a bit harrowing to avoid allowing the dealer to con you into 
paying both 7.5% AND 6% -- to the dealer.
