If Congress does it, at least it would be constitutional as opposed to 
the Supreme Court doing it.

Could be as in England where there is no sales tax -- only the 17.5% 
VAT, plus income taxes!

While on England, I was recently told it is getting difficult to get an 
ambulance for transport because the hospitals are full and ambulances 
are parked outside with patients waiting to get into the hospital. It 
sometimes takes days to empty the ambulance to free it up for calls!
