So, if I telnet into a system to do work for 10 hours, I need to pay
that other state 10 hours of taxes. But, if I work on a copy here for
10 hours and ftp the file over, I owe the other state zero?

What if you open it an immediately re-cork it? What if we drink half the
bottle in Delaware and another quarter on New Jersey? :-)
