Vi not recognizing terminal type

Are you -sure- it's standard vi, and not vim?  Because vim would require
terminfo, not termcap, and that's a whole other kettle of fish.  It's also
the only thing I can conceive at the moment that would explain what you're
encountering--short of an /etc/termcap that has no read bits set.
