Because every civilian on the net can then not say "[clickety-click]

It's a penetration thing.  Getting said manual used to cost you $20 and
a month, if you could get it at all.  I have the entire manual for the
digital camera I'm *thinking about* buying...

I did say "properly" created.

You can sign and seal them too, which is useful for sending someone a
document you don't want tampered with.
