Yes, but they can both appear in the same place, but have differing
functionalities.  C's role reversal may seem confusing at first, but at
least there's a -reason- to have two different operators at the same
contextual level.  They fulfill different roles.  The same can't be said of
"=" and "eq" in filePro on a conditional.  At least what they did made
sense.
