IUA record sequence

I know that filePro will use 'blank' records before
it creates new records. 
If I have blank record numbers 1 thru 100, it
appears that filePro will use number 100 first. Then
99, 98, 97, etc.
Normally not a problem.  However, I have a user that wants
their process to use record number 1 and then 2, 3, etc.
Is there a way to force filePro to do this?
