Each part of the serial tranceiver can burn out individually, and thats not 
only tx and rx, but also all the control lines.
There can be working send & receive and non-working flow control for 
example, or working flow control in only one direction.
That's probably the one advantage to in-band flow control (aka software, aka 
xon/xoff), it only needs 3 wires and so it's easier to know for sure that 
all 3 are good.
