Yes, I'm sure /usr/local/bin/lynx is installed and accessible on his
default Windows XP filesystem.  *dry cough*

And I -doubt- that what you put up there should work.  They have a box to
check about terms and conditions.  If they bother putting it in, you'd
think they'd be checking it.  Ditto with the rest of their fields.

Personally, I wouldn't trust your solution, as it doesn't mesh with UPS's
own specification.  It may be shorter, but it's very incomplete.
