Not that I am drumming up work for anyone, but I do know of someone well 
versed in Perl on this mailing list who could use the CPAN modules and 
pretty much automate the whole process and deal properly with variable 
width fields.
Actually I can imagine clearly how it could even deal with fields out of 
order.
