Thanks Joe...The client insists that they did a shutdown and the same
problem existed.  That would have killed any cron job running or dreport
running.

please post more information next time it happens- run:
ps -ef | egrep -e "clerk|report|dxmaint" | grep -v grep

you could have cron jobs or background sessions from "system" or other
command eating up licenses that you don't realize.

and

ipcs -om
(look at NATTCH column)
