One source is:

  http://www.unxutils.sourceforge.net

You can't download just "dd" or "split", but must get the
complete package of GNU utilities compiled for native
Windows (among them are those two programs).  There are
no manual pages, but executing:

     dd --help
or:
     split --help

gives the syntax for the commands.
