Hmmm.  Definitely sounds like what I think it is.

Question:  IE users:  If you hit F5 or refresh, does it redraw with the
correct colour?  If so, it's almost certainly what I thought with IE.

Interesting that Firefox gets it right, currently.  Very cool.  Switched
a few months back and can't live without it now.  I just wish things
(VALVe's Steam engine, for instance) weren't hardwired to use the IE DLL.
It's a good "cheap out" in using a premade library to handle browser-type
functions, which I can't fault, but surely it wouldn't be hard to do the
same with Firefox--make a DLL.  Then again, considering the source, I
think VALVe must get kickbacks from MS; anyone that's masochistic enough
to depend on MFC must have a good reason to nix the possibility of easy
porting.

But I digress.  If F5 fixes it in IE, it's gotta be IE's idea of the
history, and a lack of re-render.  I've seen this before.  Doesn't matter
whether the colours come in HTML 3.2 style, or in CSS, or if they're the
defaults.  It's the algorithms dictating the display refreshes that's at
fault.
