Does anything happen between the prompt for unique ID and
the "cannot open table" message?

Are you saying that in control panel/ODBC, if you simply create 
the system DSN for this file, you obtain the "cannot open table" 
message?  If so, this implies a Windows-level issue.

Is it possible that the Palm application remains open and is
locking the MDB file?  This may or may not be obvious (e.g.,
their might be a synchronization program running on the desktop,
or simply something running in the taskbar).

It shouldn't be.  To the best of my knowledge, fp_id does not
have to be an auto-incrementing field (although it often is).
It simply has to be guaranteed unique.

I wouldn't even try to do this, for fear of impacting the 
original application.
