Do you mean at checkout time.  I see that locally too, so when you
buy product A from vendor H, you get a coupon printed along with
your receipt for product A from vendor M.

Since I never buy M I don't know if I bought product A from them
I would get a store generated coupon for vendor H.

I suspect it has to do with $$ changing hands as does shelf
placement and shelf space.
