Selection set problem using -rx

Bingo.  On the production machine the configuration editor listed PFIXS=ON
while it was absent in test.  I turned it off in the environment and am
suddenly selecting records. 

I am scratching my head as to why that would cause problems only
selectively.  I rebuilt all indexes earlier, though I'll admit I'm a bit
foggy on exactly what the "index scan" feature does or how it works.
