I have had a big slug of stuck outbound email, it seems.

I was stupid: I installed qmail, and forgot to replace the stock
sendmail binary with the one it supplies.  When I found all the mail
laying around... I ran the queue.  

In retrospect, this may not have been the most productive solution.

So, pick up old thread and run, or ignore.  At your leisure.
