This stuff is at http://www.usps.com/ncsc/
Specifically, the zip code files are underneath the Address Information
systems page:
http://www.usps.com/ncsc/addressinfo/addressinfomenu.htm
and the Five-Digit Zip file is at
http://www.usps.com/ncsc/addressinfo/fivedigitzip.htm
And no, these aren't the actual files, and yes, they do appear to
charge for them, and no I don't know how much. We had to get this file
at one time, and I don't recall that it was stunningly expensive; circe
$75 circa 1992, is the price that comes to mind.
