Weird dreport problem

Well, the problem turned out to be a EXIT that I missed in the table --
EXIT apparently *triggers* the WBRK and WGT code, which is not
documented anywhere so far as I can tell -- I'd expect it to exit
*immediately*.  If it had, I'd have caught it much faster.
