How to make fpgi run time using fpgiConfig.dat created by tool kit.

it was my understanding that the took kit creates fpgiConfig.dat and that the 
fpgiConfig.dat was what the runtime uses. 
i stalled the runtime (client) on a PC. It works but it does not use the neat 
drop down menus created with the tool kit. I then copy over fpgiConfig.dat. I 
restart the computer. The runtime still does not use the neat drop downs.
I have also copied over the dd0.txt files, the ini files, and the text files 
that created the drop downs.
The tool kit puts fpgiConfig.dat in c:\fp\fpGIdev\ConfigFile.
The runtime (client) put fpgiConfig.dat in C:\fp\FileProGi. I copied over this 
.dat file with the one made by the tool kit.

Sugesstions would be appreciated.
