My guess is that he doesn't want to depend on the Fates to ensure that
his software works correctly, which I find particularly admirable.
User sessions are like data. And data generally expands to fill all
available space. Banking on a 16 covering 5, or a 32 covering 16 without
checks in place is just plain risky. By the time you find out you've hit
your limit and need to upgrade your license because 'x' person decided they
can run 5 sessions instead of one to be "more productive", you've probably
already broken something if you assumed too much. If this can be avoided,
it very well should be.
I personally think he's asking a very valid question, and completely
respect his design foresight.
