Password Windows Desktop Icons

	Can the icons on a Windows desktop be password protected or, in some
other way be protected from un-authorized invoking of the program represented by
the icon?

Not the way you think.  Create a separate logon for each user and have only
those icons, for the programs they should have access to, available on their
desktop.

This would require removing some of the icons from the "all users\start
menu\programs" group and placing copies only in the "start menu\programs
folder(s) for those users who need access to that icon.

To keep some from using a machine they shouldn't, password the screen saver and
have it come up fairly quickly.

Another approach might be to use a filePro program to access those programs
which would be restricted. 

Create an input program which would prompt for a password and if properly
entered would system out starting the program.  You would start this from a
batch file and could even use the specific programs icon, assuming that you can
find the *.ico file for it.

You could create a master password file thereby allowing you to change the
passwords periodically.
