We have been using LinkSys BEVFP41 VPN routers for several years now with
good results. They're generally under $150USD, easy to configure (although
they prefer Internet Exploder to other browsers usually Mozilla under Linux
works).
We're running FreeS/WAN on a SuSE 9.0 Professional box here that connects
to about a dozen of these LinkSys boxen at customer sites.
