So, the solution is: clamp down all DSL and Cablemodems to only permit
outbound traffic to port 25 of the ISP's outbound mailserver -- *unless
the subscriber asks you to unfilter it*.

95 percent won't notice, of the remaining 5%, 1% are live spammers...
and the other 4% run Linux.  :-)
