A work-around is to create the output file with EXPORT
before opening it with OPEN(). As I recall, Mark has
complained about it creating files with read permissions
for all.
Or, since PFUMASK works with files created by HTML:CR
and JSFILE:CR, use one or the other of these to first
create the file.
